The roles and functions of higher education councils and commissions in Africa
This report shares the findings of the study into the roles and functions of higher education councils and commissions in eight African countries. The report explores the reasons for the establishment of these agencies as well as their legal frameworks, structures and resources. It considers the mandated and de facto functions undertaken by the councils/commissions and the (potential) roles they were playing in the governance (steering and coordination) of their respective higher education sector. The report concludes with a discussion of the key challenges faced by these agencies in the implementation of their functions.
