Nico Cloete, director of CHET, is critical of the CHE's recently published The State of Higher Education for its lack of depth and breadth, as well as its unjustifiable attempts to shift the blame for many of South African higher education's ills to the universities themselves: "The CHE report has a subâtext that plays into this shifting of the 'blame' to the universities and completely exonerates and sanitises government failures. At the same time it glosses over the two key equity debates â improving throughput and expanding postâschool educational opportunities."
